

The flag raised above the sea with the words (in our National Language) "KALIGTASAN SA KARAGATAN" - symbolizes the PRS stature as Filipino and its objective to ensure safety at sea. Five waves represent the five-year duration of PRS final class certificates. The outer and inner circles stand respectively, for PRS world-wide and domestic services and the words (in universal language) "PHILIPPINE REGISTER OF SHIPPING,INC. 1989." written between the circles, connote the universal application of PRS Rules and the year it was established.
Overall, the colors of the PRS' seal also bring to mind some of our nation's favorite colors - Blue and Gold.
The Blue represents the sea of which the Philippines is abound and the Gold symbolizes the PRS' fifty-year life span as approved by the Securities and Exchange Commission.

Our mission is to serve the public interest as well as the needs of our clients by promoting the safety of life and property at sea and the marine environment primarily through the development and verification of standards for the design, construction and operational maintenance of ships and marine related facilities.

BACKGROUND
PRS was founded and registered with the Securities and Exchange Commission on June 26, 1989. It started regular survey work for classification of vessels in the domestic trade on January 17, 1991, after its first Rule Book for the construction and classification of vessels was finally printed. It was subsequently accredited by the Philippine Coast Guard (PCG) as a Ship Classification Society for the domestic fleet on June 7, 1991 and recognized by the MARINA in 1992 with the acceptance of the first Provisional Class Certificate issued to a vessel. Accreditation was finally made by MARINA on July 3, 2001 after said agency had ultimately formulated its criteria for accreditation of Classification Societies for the domestic trade.
On February 22, 1994 PRS was accredited by the PCG as a Loadline Assigning Authority. On August 5, 1995 it was accredited by the PCG as an International Seawage Pollution Prevention (ISPP) Survey Authority under the MARPOL Convention. On September 5, 1996 it was accredited as an Oil Pollution Prevention Survey Authority and as Noxious Liquid Substance in Bulk Survey Authority both under the MARPOL Convention.
The members of the Philippine Register of Shipping (PRS) whose purpose is to promote and support its mission, comprised of shipowners, shipbuilders, naval architect and marine engineers, mechanical, electrical engineers, maritime lawyers, master mariners and other persons prominent in their marine related field of endeavor. They contribute to the work of the Society by providing useful information, documentation and expert advice.

Policy-setting responsibilities are vested in a Board of Trustees consisting of fifteen regular trustees elected yearly from the general membership and six ex-oficio trustees coming from the various sectors of the maritime industry, namely,
- The Philippine Association of Naval Architects and Marine Engineers (PANAME)
- The Philippine Domestic Shipowners Association
- The Marine Underwriters Association of the Philippines (MUAP)
- The Philippine Shipbuilders and Ship Repairers Association (PHILSAR)
- The Maritime Industry Authority (MARINA)
- The Philippine Coast Guard (PCG)
The board's main task is to establish policies for the promotion of ships-safety and protection of the marine environment, promulgate rules, standards, guidelines and procedures related thereto that would serve as an effective tool for the implementation of the Society's safety programs and various related activities.

The Board meets every last Wednesday of the month to map out or plan activities that will enhance the growth and prestige of the Corporation as a Ship Classification Society and as an engineering and scientific body with its exclusive goal of promoting the motto or slogan of the Corporation:

Management responsibilities are vested in a set of officers elected from among the Trustees consisting of the Chairman, Vice-chairman, President, Treasurer and Secretary.
The officers and a Non-Officer member elected by the Board constitute the Executive Committee (EXCOM) which acts as the governing body of PRS between meetings of the Board.

The PRS works through a number of Committees. The compositions of these committees represent the cross-section of the maritime community with extensive knowledge and wide experience in their respective maritime fields.



The PRS Technical Committee's knowledge experience continuous study and research are vital to the development of rules and standards and their application to vessels under classification.

The PRS personnel who perform the numerous daily activities related to the classification of a vessel are duly licensed naval architects and marine engineers, mechanical and electrical engineers and people with seagoing experience. They basically represent the essential skills and technology required of a ship classification society. As a policy our surveyors and technical staff are devoted to their work. They are honest, unbiased, uncompromising and authoritative of the society's classification rules and standards.

Surveyors carry out surveys on a ship either for the purpose of issuance of class certificates or for the maintenance of their class through annual and periodic surveys. Since most of the ships being classed are existing vessels which had not been classed during construction, PRS surveyors see to it that even for the purpose of issuing provisional class certificate, thorough survey on drydock is required and that the major recommendations are complied with prior to issuing the same. Actual sea trial in the presence of the attending PRS surveyor is also required prior to issuance of full-term class certificate.

Our technical staff conduct systematic evaluation and examination of the ship plans to determine the adequacy of the design, structural integrity of the hull and reliability of machinery and equipment in conformity with PRS Class Rules.
