PRS RE-ELECTS INCUMBENT BOARD MEMBERS AND OFFICERS

Five (5) incumbent members of the Board of Trustees namely Roberto Oliveros, Jose C. Flores, Jr. David Angelo Abesames, Angel Villoria and Reynaldo Nazareno were unanimously re-elected during the regular PRS General Membership meeting held on March 4, 2009. The five (5) re-elected trustees whose three (3) year term expires this year will continue to serve until March 2012.

In a separate meeting the PRS Board also re-elected the incumbent officers to their former positions and named Atty. P.V. Vergel de Dios, Jr., PRS Legal Counsel to sit with the EXCOM. The re-elected officers and members of the EXCOM are: Chairman H. T. Domingo, Vice-Chairman Caesar Corleto, President Jose J.E. Pascual, Vice-President/Secretary Minda C. Cacdac, Treasurer Roberto Oliveros and Legal Counsel P.V. Vergel de Dios, Jr.

PRS Chairman H.T. Domingo said that with the wealth of experience gained in the past and the challenges posed by the current global economic downturn, the re-elected officers pledge to maintain the proven strength and viability of PRS.





PRS QMS LAUDED AND RECOMMENDED FOR UPGRADING

The PRS was found to have an excellent Quality Management System after a recent audit conducted by Anglo-Japanese-American Environment Quality and Safety Certification Service (AJA-EQS). The ISO Audit is done regularly to monitor PRS compliance with its regulatory requirements. Since PRS received its ISO 9001: 2000 Certification on July 22, 2003 it consistently improved and implemented an excellent work system. With the expiration of the current standard in October 2010, the ISO Certifying body recommended upgrading the system to ISO 9001:2008 which was complied with during the full re-certification audit carried out on May 16, 2009. A corresponding certificate compliant to ISO 9001:2008 was issued making PRS the only local classification with the latest ISO Certification.





PRS MARKS 20TH YEAR OF DEDICATED SERVICE

The PRS marks its 20th year of ultimate seal of service to the maritime community on June 26, 2009. From its humble beginning in 1989, PRS has faced challenges of varying degrees that tested its propensity to meet the demands of the shipping industry. Today, PRS has grown bigger and better to serve the shipping sector with the necessary technology and skills to maximize ships safety, protect the marine environment and improve ships operating performance. Commemorating its founding, the PRS Executive Committee pledges to continue its commitment with the same vigor and enthusiasm to further improve its classification services and maritime safety training programs in order to satisfy the needs of a modern Philippine Shipping Industry. It would also work on ways to allow the government to be aware of PRS undertakings.





INTERNATIONAL FORUM OF CLASSIFICATION SOCIETIES

The President and CEO of the International Register of Shipping, Mr. Robert Padilla, which is based in Florida USA formally requested PRS in a letter dated January 6, 2009 to participate in a forum to be held in Vietnam on February 25-27, 2009. The purpose of the forum is to gather consensus among the participating Classification Societies invited in an effort to form a viable International Association of Classification Societies who are not member of IACS.

In a previous forum held in Singapore on December 16, 2008, Mr. Bijimon Punnoose, Managing Director of International Register of Shipping remarked on the bias against non-IACS members particularly in the shipping media, port state control and in various industry organizations.

He pointed out that the lack of unified voice by the different classification societies who are not member of IACS is disadvantageous to the present conditions. He added that with the on-going amendments of several IMO resolutions it is imperative that classification societies outside of IACS should unite and have a single voice for their common interests.

It was further reported that during the meeting the participants decided that more Classifications Societies should be invited to the forum to exchange ideas on common issues affecting their respective organization. After deliberation the name "INTERNATIONAL FORUM OF CLASSIFICATION SOCIETIES" (IFCS) was unanimously adopted and International Register of Shipping will serve as the forum convenor during its initial phases until a viable association is finally organized.

Aside from PRS, those invited to the forum are Vietnam Register, China Corporation Register of Shipping (CR), Ship Classification Malaysia (SCM), Pt. Biro Klasificasi, Indonesia (Persero), Helenic Registry, Croatian Registry, Asian Classification Society, Brazilian Register of Shipping, Poland Registry of Shipping and others.





PRS TO CLASS MARINE FACILITIES OF SBMA

Top officials of PRS recently visited the Subic Bay Metropolitan Authority in Subic Zambales upon the invitation by SBMA Chairman Commo. Feliciano G. Salonga, PCGA. The purpose of the visit is to look at SBMA's floating and marine shore facilities.

Earlier, the SBMA Chairman formally requested the possibility of classing its marine facilities by PRS. In a meeting held recently, the SBMA Chairman told PRS officials that the classification of its marine facilities may take sometimes as the identification, segregation and cost evaluation of the facilities are still "work in-progress" by SBMA's different departments. PRS President J.E. Pascual suggested that since the SBMA's facilities are enormous it would be simpler if the classification of said facilities would be done in phases. He proposed that all identified mobile assets should comprise the first phase. The SBMA Chairman welcomes the idea and agreed that SBMA's mobile assets should be the first to undergo Classification. He informed PRS officials that at present SBMA has eight (8) vessels and intends to acquire additional two (2) more vessels to be utilized as rescue vessels in the Bay Area.





OCL's NEW IMPORTED VESSEL TO BE CLASSED BY PRS

Oceanic Container Lines, Inc. signed another contract with PRS for the classification of their latest imported vessel, the M/V "OCEAN PROSPERITY" The vessel is a general cargo container with a gross tonnage of 3,084.00 and a length of 89.90 meters.
Oceanic Container Lines, Inc. had earlier contracted PRS to class its first vessel, the M/V "OCEAN FAITH", a 4,858.00 gross tons vessel. Both vessels are formerly classed by Lloyds Register of Shipping.





PRS ADMITTED TO DBP COMPLIANCE PROGRAM

The Development Bank of the Philippines admitted the PRS as its sole Classification Society in its compliance program for ships and other marine related structures that are to be acquired by shipowners through its lease and financing scheme. The National Development Corporation (NDC) and its subsidiary the National Maritime Leasing Corporation (NMLC), have similarly recognized the PRS for the same purpose.





MSLI ACQUIRED RORO VESSELS FROM KOREA

Montenegro Shipping Lines, Inc. (MSLI) has acquired two (2) RoRo type vessels from Korea. Upon MSLI's request, PRS Senior Surveyor Engr. Rodel T. Brigola, was assigned to go to Busan, Korea to conduct condition surveys on the M/V "DAE YANG-I" and sister vessel, M/V "DAE YANG-II" before the vessels' conduction to the Philippines where they will undergo minor modifications and final registration. The sister vessels have similar gross tonnage of 313 and a length of 41 meters.





NEW SHIPPING COMPANY SIGNS CONTRACT WITH PRS

Harvestgold Shipping Transport and Trading Company headed by former Congressman Pacifico Fajardo of Nueva Ecija recently signed a contract with PRS for the classification of motor tanker "SAN JOSE CITY", the company's newly-acquired vessel. The vessel was built in Japan in 1993 and has a length of 52.88 meters, breadth of 9.14 meters, depth of 3.20 meters and a gross tonnage of 478.





PRS CLASSIFICATION OUTLOOK FOR 2009

During the PRS Regular Membership Meeting held recently, PRS President Jose J.E. Pascual, affirmed that PRS will achieve its full-year performance target for 2009 despite the current global economic crises. He said the steady inflow of classification request from the shipping sector is a significant strength of PRS continuous growth. He attributed this trend to PRS high standard of classification and the awareness of the shipping sector of the need to put their ships in top condition relative to the integrity of the hull and the reliability of machinery to prevent a seemingly recurring incidence of accidents at sea.

PRS President Pascual said in the first 10 working days alone in the current year. Three (3) new entries were recorded for survey which is a good indication of what lies ahead for the year 2009.
